为精进打诈，银行公会27日向金管会提案，拟将单笔达新台币3000元以上的游戏点数、钱包储值及电子礼券刷卡消费延后24小时生效，但引起反弹声音，金管会今天表示，近期将再开会讨论机制，1个月内将有结论。

为强化信用卡风险控管，金管会先前请银行公会讨论并汇整金融机构意见，发现实务上大多数信用卡诈骗，均利用可快速移转、变现性高的商品进行盗刷及交易，其中主要为游戏点数、钱包储值及电子礼券等3种类型。

为防堵诈团，银行公会研拟将单笔达一定金额以上的游戏点数、钱包储值及电子礼券等3类刷卡消费延后24小时生效，「一定金额」门槛建议设为3000元。但消息一出，引起部分反弹声音，认为此举增添民众不便，引起朝野立委今天在立法院财政委员会关注此事。

金管会主委彭金隆答询时表示，将再进行讨论、检讨此事，衡平打诈、信用卡安全管控，同时也会考虑到正常交易活动。金管会银行局长庄琇媛则指出，近几日会再开会，开会后将在1个月内定案。

庄琇媛会后接受媒体联访时指出，银行公会研议游戏点数、钱包储值及电子礼券等3类刷卡消费若在3000元以下不会延迟生效的机制，对于外界提出的意见，金管会有请银行公会再讨论；这方案初衷为强化防诈机制，将再研议如何调整，以兼顾防诈且不影响一般正常消费。
